Belize Online Gaming Licensing Procedures

The applicant for a license under Belize online gambling legislation must be an International Business Company incorporated in Belize and should be able to demonstrate the relevant business and financial competence to the Commission. 

To provide computer services in Belize one should submit the following documents upon application for a license:

• Application letter with a corporate name, website address, brief description of the business activity;
• Project description with methodology, operational procedures, etc.;
• Company’s business background in regards to Wagering on the Internet;
• Memorandum and Articles of Association;
• Incorporation certificate or registration in Belize;
• Employment record and names of the owner, officers and principal employees;
• Character references of the beneficial owner, officers and principal employees;
• Police/criminal history record of the beneficial owner, officers and principal employees;
• Names of all holdings, intermediary and subsidiary companies;
•  Company’s financial background;
•  Company’s financial resources with a statement of assets, liabilities, net worth;
•  Company’s bankers/financial references.

One license is issued per company and is valid for 12 consecutive months commencing on the date the license is granted. The licensee can apply for a license renewal within 60 days prior to the date of its expiration.

The conditions to adhere to for the license holder:

• Provide and maintain security deposits and reserves with the Central Bank of Belize for the payment of debts arising out of online gaming being conducted;
• Notify the Online Gaming Licensing Committee if it has to withdraw or call upon its security, deposits and reserves;
• Comply with the recommendations and directions of the Committee for the provision of substituted security, deposits or reserves;
• Become liable to any person to whom any winnings, wagers, prize money or money’s worth of any kind becomes due and payable.

Application and holding fees for a Belize Internet gambling license

A non-refundable application fee is US $5,000. Later on, when the license is granted, a license application fee –amounts up to US $10,000.

There is also an annual routing fee for international companies that hold the license and want to route online gambling activities to or through Belize. It is 0.75% of the annual gross revenue of business or US $250,000 whichever amount is higher.

Annual renewal fee of US $10,000 each is paid for the renewal of the license prior to the expiration date.
